  5.     How many homeless people are there in America? Who are they?
  6. On the night of March 20, the U.S. Census Bureau will try to
  7. find out with a nationwide sweep of shelters, public parks,
  8. subways and sidewalk heating grates. Enumerators -- the
  9. bureaucratic euphemism for headcounters -- have been warned not
  10. to search parked cars or Dumpsters and not to enter abandoned
  11. buildings; nor may they question people who are sleeping or
  12. obviously disoriented.

  14.     There is concern that the project will somehow demean the
  15. homeless. That's beside the point, reply city officials. The
  16. homeless will be among the first to benefit when their
  17. communities use the tally to apply for more federal funds. And
  18. a documented increase in population -- homeless or not -- could
  19. lead to greater representation in the Congress and in state
  20. legislatures.
